Country Manager and Representative

Dr. Nadiia Zubchenko is a legal and governance expert with over a decade of experience in international law, human rights, and institutional reform. As Country Manager for i-APS Ukraine, she leads cross-sectoral initiatives at the intersection of legal compliance, policy development, and data-driven social research. Nadiia brings a unique blend of field-based project management and high-level legal expertise, having worked extensively with international donors, Ukrainian ministries, and civil society. 

Her legal background is rooted in international law and regulatory advisory, focusing on deinstitutionalization, legal capacity, decision-making rights of persons with disabilities, public procurement, government transparency, and digitalization of public authorities. She has advised ministries, international organizations, and non-profits on aligning national systems with international legal standards and good governance principles.

Nadiia is also a licensed advocate, business development advisor for several commercial enterprises, and legal consultant for NGOs and consular institutions. She is a member of the Scientific Committee of the Regional Bar Council, where she provides expertise on the development of legal scholarship. She has a long-standing record of building strategic legal partnerships, drafting legislation, and training stakeholders on legal empowerment and regulatory compliance.
