Francis is a social development manager with twenty-nine years (29) years hands-on experience in public, governmental and private affairs, handling social investment programs, with focus on poverty alleviation, human rights, entrepreneur’s initiatives, and environmental components. She is a sociologist from Universidad Católica Andres Bello and holds two master's degrees in Political Science and Public Administration from Columbia University. Her experiences include working in diverse complex social settings and sensitive environments in Latin America and Africa. She has occupied important positions in the public sector including the Venezuelan Planning Ministry and Ministry of Social Issues, Oil industry, International Development Agencies (UNICEF, UNDP). Regional Agencies, and international consulting firms. Professional degree in Sociology, from Catholic University Andrés Bello in Caracas, Vzla, and two degrees, one in Political Science from the Simón Bolívar University in Caracas, Vzla, and the other in Public Administration from Columbia University in New York City, USA.
