Project Summary: i-APS is recruiting for an experienced Chief of Party for the expected USAID Venezuela Monitoring, Evaluation and Learning Services (VZ MELSS). The purpose of this contract (estimated to between $4-10mil) is to provide technical assistance to the USAID Bureau for Latin America and the Caribbean (USAID LAC) on monitoring and evaluation and use of data on all stages of the USAID Program Cycle.

Position description:

Responsibilities

  1. Provide technical leadership and operational direction throughout the life of the activity.
  2. Proven experience in managing MEL/CLA platforms is required.
  3. Serve as a primary point of contact for USAID and USAID IPs, including other Activity relevant stakeholders.
  4. Establish and maintain effective communication, coordination and collaborative relationships with the USAID LAC and IPs, including other Activity relevant stakeholders.
  5. Supervise senior relevant team members and drive the achievement of program results by ensuring the provision of timely, relevant, high-quality services.
  6. Ensure the USAID-compliance technical, financial, and compliance and integrity of program operations.
  7. Ensure timely and accurate reporting on the progress and status of all tasks provided under this ontract/Activity.

Required Experience:

  1. An advanced degree in a relevant field of study such as in development evaluation, economics, statistics, international development, or other social science fields.
  2. Minimum of 10-12 years of progressively responsible experience in the training, learning and development roles. LAC and regional experience is a plus (Colombia, Venezuela, Brazil).
  3. Knowledge of specific USAID work.
  4. Demonstrated understanding of USAID’s Program Cycle, Evaluation Policy, CLA Framework, Local Capacity Strengthening Policy, Gender Equality and Women’s Empowerment Policy, and ADS 201.
  5. Experience designing monitoring and verification systems, learning and project cycle management reviews, designs and delivery across all or a few USAID sectors (mentioned above).
  6. Proven ability to utilize both qualitative and quantitative data in evaluating program performance and guiding adaptive management, including turning data into usable and actionable knowledge sharing.
  7. The ideal candidate has prior experience working on USAID-funded MEL activities as DCOP or COP.
  8. Fluency in English is required, Spanish fluency highly desired.
