Evaluation of Emergency Food Assistance Programming

Client: GOAL

GOAL commissioned the International Advisory, Products and Systems (iAPS) to conduct a final evaluation of its cumulative $85 million “Emergency Food Support to Conflict Affected People in Idleb and Hama, Syria Project,” funded by USAID Food For Peace since March 2013. The award went through three cost-modifications and two no-cost extensions and was implemented during the course of 33 months; the grant will end on January 31, 2016. The core purpose of this end-of-project evaluation of GOAL Syria’s Emergency Food Support to Conflict Affected People in Syria evaluation was to examine its achievements in terms of objectives, targets and the effectiveness of USAID Food for Peace-funded activities.
